Anita Fineday wrote a piece on Customary Adoption at White Earth Nation (pgs. 28-29). Anita Fineday began as chief judge at the White Earth tribal court in 1997. She talks about her experiences writing child welfare code that encompassed messages from their tribal elders, and created something called a “suspension of parental rights” and customary adoption guidelines and contracts.”
